Wife wants to know if there is an Old Navy in Taipei?

No Old Navy, no. But in the past few years there has been a trend of opening up "Outlets" where second-quality or knock-off stuff can be had for more than what it should cost. Just my opinion.

You can go to Giordano or Bluestar or the Net or Hang Ten or JC... It's all basically like Old Navy really.

my wife is a tall women and her shoe size is larger then what you would find in a regular store here in Taiwan... so she wants to know where she can find things her size like flip flops

Flipflops are pretty unisex are they not so she should try any of the above mentioned shops. There are tons of shoe shops in Gongguan (on the Green/Xindian Line of the MRT). For clothing it might be more difficult...but not impossible. The things you think of after you arrive in Taiwan, eh? Good luck!
